Peninsula Development Advisors ("PDA") is a consulting firm which specializes in organizing and managing the acquisition, entitlement, leasing and development process (or any distinct individual part of that process) for property owners, developers, retailers, governmental entities and institutional clients.  PDA understands the complexities of the development process, and strives to help our clients identify the most efficient and effective process for successfully completing their development and redevelopment projects and for meeting and exceeding their goals.

  • Concept and design development/site planning assistance.
  • Project re-positioning and expansion alternatives.  
  • Leasing strategy and implementation, tenant mix analysis, lead tenant attraction and negotiation, and tenant relocation strategy. 
  • Government approval and permitting processing.
  • Pro forma development and analysis.
  • Financing negotiation assistance and due diligence preparation for construction and permanent loans or equity transactions.
  • Development Project Management, including selection and management of team members.


Public Client Services:

  • Consulting on RFQ/RFP drafting and selection process.
  • Assistance on negotiations with developers on DDAs, ERNs and other entitlement documents.
  • Assistance with property acquisitions and dispositions, including due diligence.
  • Retail tenant attraction.
  • Liaison between Staff and private property owners.
